Thumbnails question???

Can someone please tell me how to make my thumbnails glow when I point to it? Does it have to do with my settings. I hope my question is making sense? I've seen galleries where the thumbnails are dark until you point to a particular one, then it brightens up.

You can change your stylesheet to Webdev - although I find the text far too dark.
