I can't answer your question, but until someone does, I can point out that Pbase uses ImageMagick for image processing work. So if ImageMagick support lossless rotation, so does pbase.

Anyone can confirm or correct this?

ACDSee 5 does support lossless rotate, if you check the "force lossless JPEG operations" checkbox in the Options sub dialog of the Tools's menu's rotte command. Simple, hmmm.

Freeware IrfanView does lossless rotating but you have to make sure you use the correct menu to get the lossles option.

I think so. But pbase.com seems not support rotate image function.

Pbase.com sure does support "rotate image function". Example output at http://www.pbase.com/image/951876/original.jpg

However, as mentioned, I don't think it is loss-less.

In any case you are better off doing the photo editing on your computer with a "normal" image editing software why would you want to rotate an image on Pbase?

DW:Rotate does lossless jpeg rotation. I've found it to be a lot easier than the other programs listed.
