change to popular galleries.

we've now created a special topic part of the popular galleries page for politics.
the Popular Galleries page at http://www.pbase.com/galleries?view=popular has been the subject of much discussion recently due to many political/election oriented galleries being displayed there.
many people including me were not liking the page being dominated by politics. for a while i ignored this as i didn't want to interfere with the voting system and hoped the problem would just go away.
i eventually removed 5 galleries that were all on the first page from being listed there. these galleries were still completely viewable in their normal locations but simply were not listed on the popular galleries page so it could be about photography and not politics.
the majority of people approved of this,but it wasn't really a solution as more and more political galleries were voted for.
i think ealier today somewhere around half of the first 50 galleries were directly related to the USA elections and world politics.
our solution this time is to separate these galleries into their own page.
additionally those 5 galleries previously delisted are now included again.
hopefully this will allow the popular galleries page to display a variety of interesting galleries without bombarding everyone with politics unless they choose to be.
this was a quick solution to a problem, but we have plans for a more generalized expansion of the concept of Topics. this will go along with expansion of the /cameras and /world and /search pages all with the goal of providing useful and interesting ways of digging through the now 22million photos on PBase.
