What the purpoose of a converter lens?

Hello,
I'm kind of new to this and I saw some converters that were a bit confusing. Can somebody explain me the following?

This specific converter is the: 'Canon 12mm EF12 II Extension Tube'

If let's say i have a 50mm lens on and i use this converter, what would the outcome be?

An EF 12 II is an extension tube, as opposed to a converter, and used to bring the focus distance closer and increase magnification for macro work. For more about these, you can check my "how to" gallery here: http://www.pbase.com/dang/tubes
