Genuine Fractals seems to be the standard software to do what you want to do. It has a Photoshop plugin too...

All of my upsizing is done in PS CS2 using "Bicubic Smoother". I generally up-size in three moves, if it is going up radically. All of my work shown at the "Lumas" galleries were up-sized to 1.2 x 0.80 meters, about a yard and a half by a yard for my exhibition. These were originally 6.3 or 8.2 meg pixels. They were originally about 18 to 23 meg each and became 176 meg each.

Works well. In fact I have Genuine Fractals and prefer PS CS2.
