There has to be some form of relationship wereby the critiquer is recongnised in the eyes of the critiqee to be qualified in some way. While I agree that a critique from an unknown quantity is not helpful I can tell you that there many folks here in this very forum that I do not have a relationship with yet whose critique I would readily take. You see, I have seen their work and through that work they have established themselves as being an artist in a position to give some advice. One or two have done so, in fact, and I have been very greatful.
Pbase offers us a quick measuring stick by which to know if a critique is from something a legit source and that stick is the galleries of that very source. If the galleries of the person offering advice are crap in my eyes, I give little weight to the critique and if the galleries of that person are beyond my own current skills, I listen and try to understand.
It is not full proof, by any means, but I think it is improving my photography...slowly.
This is not to say that I don't agree that having a close relationship with a good mentor is perhaps the best way, I just don't think it is the only way.
