Yesterday's picture was taken in Delft:http://en.wikipedia.org/wiki/Delft
To answer some questions:
The level of the water is controlled by pumping stations. It may rise a little but never to much.
And of course: the entrance of the buildings is on the other side. In this particulair case on the "Markt": http://en.wikipedia.org/wiki/City_Hall_(Delft)
