Could have been a monument, but is actually a character at the Renaissance Festival...The sprinkler lady... I suppose. She had water tubes hidden beneath her outfit and could turn them on and off like a sprinkler. Top of her head, fingers, etc. Nice for such a warm day here...90 degrees F
