Canon lens decision

Ok here it goes i'm going to be very specific. I own a Canon Digital Rebel, have a budget of $1,300 but would like to stay in the $1,000 range, I take mostly floral macro work and portrait photography. Occasional landscape but seldom ever sport photography. So here is what I propose I buy and you guys need to give me some thoughts. Remember that I am only intersted in Canon lenses and would like to lean toward expensive or high end lens because I bought a 100-300 IS USM lens and am not impressed with the quality.
$310 Canon 50mm f/1.4 USM for portrait.
$469 Canon 100mm f/2.8 USM Macro.

I will save until end of next summer for this second list.
$1,649 70-200mm f/2.8L IS USM
$1,169 24-70mm F/2.8L USM

My main focas is I do NOT ever want to buy a lens only to find that for a couple hundred more I could have had a much improved quality lens. I would rather spend the money for quality the first time than waste money going through crap lens only to end up having to buy the expensive stuff.
