The delay is caused by the time it takes to focus (them little motors take some time to move). There is a slight lag between pushing on the button and what is actully captured but a little practice will allow you to anticipate that one out (usually less than 0.1Sec).

If you go over http://www.steves-digicams.com you can find out which camera is the fastest for focusing in your price range.

Two other "tricks":
Prefocus on the ground where you plan on the action being, in bright sunlight the depth of field will be pretty good so you can get some slop. Hold the button halfway down and then when the subjects come into range snap the picture.

Many cameras allow manual focusing. It may take a little bit to master but you can do this and actually follow the subject.

Many cameras (my Kodak for example) have a sports mode that does continuous focusing. Keep the subject centered push the button half way down and the camera is ready when you are to push the button.

Minolta and others have smart (predictive) focusing you keep the subject in the frame and it will keep the subject in focus even if they are not centered.

This is just a learning item that is true even of the DSLRs this is one difference between the newer cameras and the old fixed focal length Point and shoots.

One other note is that all the smart focusing cameras will use a little more battery power than the non-smart ones.
