Noisy IS lens mechanism

Should the IS system in my lens be audible in a quiet room? I noticed it yesterday for the first time on my new 28-135 IS that came with my camera. I wasn't sure if it was always there or if it was just because I didn't have anything in the room on. I know it's the IS because I turned it off and pressed the shutter down and it was quiet. I was just wondering if this was normal or if I should try to get it exchanged. Thanks.
