looking for freeware to .....

I'm looking for a freeware download that can trace out a picture,copy it,paste it onto another picture.I have Windows 98,I used Microsoft Picture It! 2.0 and it did exactly what I needed,problem is the Windows cd was misplaced and besides ,I had to reload it every 30days.
So can anyone suggest a good freeware download that I can use?

I've looked at several of those and probably PhotoPlus 5.5 would be your best bet and closest to PictureIt.
