Advice on adjusting/saving this photo

I love this photo and it has potential but I am not that good at editing. I can correct minor lighting but I really want to save this picture. I am learning psp7 and I like it alot but can't use it that well yet. I was thinking of making it dreamy like softer so maybe it would look like I meant to do it :

Try this forum. It's about Photoshop but the techniques can usually be applied with other processing programs.

Go through the challenges and the tutorials to find some similar problem pictures.

You can salvage something with levels or curves adjustments. Levels will probably be simpler to grasp - I imagine it'll be explained in the PSP Help section.

photoshop cs v8 has a feature called Shadow/Highlight that will save this photo.

The photo can also be improved in any version of photoshop by
1) duplicate the original layer
2) from the layer's drop-down-dialog box in the layer's palette, select "Screen" mode.
