Draganizer action for PhotoShop

I have downloaded and unzipped the file and have the Draganizer.atn file. The question is how to install it in Photoshop Elements 5. Windows says it can not open .atn files. I found one post that says to open the "action tab" in PS, but there is not one in PSE5. Any help will be appreciated.
