I am looking for the most for the least. Please advise which is the best software for pasting multiple images and fixing pixelated digital photos

Pasting multiple images from where to where? Are you compositing images, or are you simply moving them on your computer?

As far as pixelated images, there's not a whole lot you can do. Once detail has been lost it's gone. Usually pixelation happens when you have very small jpegs that you want to see bigger. Is this the case?
