I am wondering what kind of program to use to do the glitzed retouched photos they use in beauty pageants! I am tired of paying $700 for one photo when I could do them myself!!! Please help!

hehehe.....photoshop....+ a good retouch grfx artist!

Yep - I'm afraid a good book and LOTS of practice is required.
