Hiya Help With Pageant Effect!

hi i was wondering what software was used for this:

yes someone has already asked before but no one gave an answer ! i was wondering if its possable to do it with Paintshop CS2 or Ulead software. or if so is there any other free software just to make the skin tone like that. please help me i will be very thank full . thanks for reading

p.s if you can do it with paintshop pro can you please explain how?

The skin smoothing could be done with a variation of this...

The eyes look like they are done using the liquify or warp function he is increasing them by about 10% to give that starving cat look.

In a couple of the pics I think he replaces the eyes (look at the highlights).
