There are no Photoshop CS 2.3. Do you mean Photoshop CS 3?
Photoshop CS 3 is in beta and works fine. However, there are some bugs.

I just installed the Creative Suite CS2 upgrade. Along with that was a disc to upgrade to version 2.3. So I guess that technically it is CS2.3. I just installed it and there is an awful lot to learn. But I probably couldn't tell you what the difference is in the 2.3 versus the 2.0.
