What is the size of the photo, and how much do you want to increase it? There are some software programs like Genuine Fractals which do a great job, but if you start out with a fuzzy pic, you'll end up with an enlarged fuzzy pic.

The image that you linked to is a thumbnail, only 67 x 100 pixels. Not much can be done that will be actually noticeable. Is there a larger image available?
