There's no way to tell but you can achieve the same thing with the likes of Photoshop, Paintshop etc, just depends how much time you want to spend figuring it out.

Any program you like as long as it supports layers.
But I'm not impressed by the cutting out on this pics..very micky mouse :wink:

I prefere a more natural look to the cutting out.

Can this be done with Ulead Photoimpact?
If so, how and how can this be done with photoshop cs2?

Yes it can be done - how is a little bit more difficult to answer. Buy a book, play with layers, clone tools etc.

Photo editing program such as Photoshop...

Extract image (face)... (delete background)

Create desired background...

Layer image (face) on top of background layer...

*In Photoshop you can either use extract filter or simple masking to delete original background.

Of course any other effect to face and/or background is optional.

Well now you're talking about a little imagination and creativity. There are tons of filters available for Photoshop. You can take a simple thing such as a line and with the liquify effect smudge it, twirl it, etc..
