Check this page for some free trials. I've looked but can't seem to find anything that looks usable either. This will at least give you the use for a couple of weeks, or a month on some programs. I think most have a pretty step learning curve tho'. I have Ulead PI, but haven't messed with it much myself for animations. But it's good for banners, buttons & such so I'm sure it's fine for animations too. Not too expensive either, so you might like to try it.

Hope this will get you started anyway, and maybe someone else has a free program they can let you know about.

I'd forgotten to post this link.. You can find about any type of photo editing program you need here. Many are free that are older versions of programs to intice you into buying the newest ones. Warning tho', be sure they work with your OS.

For some reason my last reply for this question get deleted by forum admin regarded as a spam :(

Well, I am trying to repost it again since I think it is relevant to your question, and many other visitors may find it helpful.

I did see Dang pointed out the site above for all free/shareware. However, personally I think no one have the patient to go through the long list to find out the desired one, since information there is far from complete and too many irrelevant items there.

If you really want, you can try http://www.softpedia.com/catList/75 and scroll to the middle to set category options as freeware and download descending to see freeware only.

However, animation tool is only part of some general graphics editors, and there is no such category in Softpedia and many other software publishing sites.

Among the Softpedia list, there is a freeware called Photobie, which has a very simple but complete animation tool. At least I like it. You will find out it by yourself from following tutorial.
http://photobie.myfreeforum.org/ftopic134.php
which show you how to create quick animation as following

If you find it is interesting then you can download it from http://www.photobie.com

Hope admin won't delete this post again LOL

I know this is an old thread...but if someone is interested. There is a special set of plugins for the Gimp image editor called GAP for Gimp Animation Package. Basically it transforms the Gimp into a very powerful, albeit hard to use, video editor. You have access to all the Gimp functions for every frame of the animation, including layers and most plugins. There is also a move path editor. Output can be done to a GIF. It is also possible to output to video, but that is easier done in linux than in windows. However, once you have the frames, there are a variety of programs that can assemble the individual frames into video under windows.
