I've been using ACDSee Pro the past month and it works great especially with offline pictures on CD/DVD's
It leaves thumbnails on your computer in the categories you placed them in and will tell you the CD/DVD name/number the original is in.

Download the demo to see if you like it.
You can also try ACDSee 8 as well

Also, Microsoft Digital Image Suite Pro 2006 has the similar cataloging built right into their program.

I've tried Picassa/MS Picture Manager/Adobe Photoshop Album/Adobe Elements, and personally, hate the photo organisation mechanisms they use. I swear by Thumbsplus (not the cheapest), but for me the most intuitive photo organiser. It also handles offline disks like CDs/DVDs very well.

ThumbsPlus

Does ThumbsPlus read RAW files?
I thought I remembered a few years ago when I tested it, it did not.
Many of the packages previously out there did now view RAW so thats why I originally didnt use many of them.

I don't use software

mainly because I have a way of thinking that doesn't seem to match the way software wants me to think. Instead, I organize by camera, location, and date and then in the date I have a subdirectory of subject/locations

I also keep my DVDs organized that way.

I never use RAW, but the emails I get suggest that it now supports numerous RAW formats.

As per http://www.cerious.com,

ThumbsPlus Pro Edition supports raw and professional camera file formats (Digicam Plug-in required):

* .CRW (Canon raw format)
* .CR2 (Canon raw format)
* .NEF (Nikon raw format)
* .MRW (Minolta raw format)
* .DCS (Kodak professional camera)
* .DCR (Kodak professional camera)
* .ORF (Olympus raw format)
* .MDC (Minolta format)

I use cam2pc http://www.nabocorp.com/cam2pc/ great for downloading with lots of options
and Fotoalbum http://www.fototime.com/fotoalbum

The latter makes it so easy to burn all or just a part of your album to CD / DVD
