Wallet photo edit software

I am looking for a software that can create adjustable size wallet photos (sometimes I need to print 8 of 2 1/2x3 1/2 photos on 8 1/2x11, sometimes I need to print 8 of 2 5/8 x 3 5/8 photos on such sheet). Please help me locate it. Thanks.

I use Photoshop. You can create any size and arrangments.

I agree with henryt, you can used Photoshop and Qimage. Both of them do a great job in resizing an image and the print quality is excellent.
