Does anyone know how this type of image can be created? (see link below) Is it painted in Corel? ...or maybe a combination of Corel and Photoshop? I have some images that I would like to use this effect on.....any ideas?

It is a processed photo from what they say in the link. There's several programs that will do this for you but it's been a long time since I've played with it. I think PS has paint dabs in it's filter section, and I've seen other programs made specific to do it. I've never used Corel, so I can't say if it will or not. If I run across one of the specific programs I'll let you know. Good luck.
