Software for Digital enhancing

Is there an opinion as to what Digital Software is the best for all around versatility in correcting, enhancing Digital photo's?
I've heard of Photoshop CS2, Adobe Creative Suites Premium and others but out of all of them what is considered Best :D , Good :) , Fair :? , Poor :cry: ?

Photoshop is the undisputed champ here, but if you are just starting out, Photoshop Elements will save you a lot of money and do pretty much everything a digital photographer could want (using the same tools found in PS). If you master layers and advanced photo editing, then Photoshop will be a pleasure to upgrade to. If you don't master those things...Photoshop will be a huge waste of money...IMO.
