i need help in Paint Shop Pro 9

Hello guys. I wonder if someone here can help me with Paint Shop Pro 9.
my problem is, I have this pink background and I need to add a black and white picture on it, but I must see the pink background through the picture I'm putting on top of it. I have been told to use layers, just that I don't know which neither how, plus I'm new to paint shop pro 9 so plz help me

Open both pictures.
Select the BW picture, then Select/Select All, then Edit/Copy.
Select the background picture.
Edit/Paste/Paste As New Layer (you'll probably see it in the Layer's Palette with a name of "Raster 1".)
Select that layer.
Next to the "eye" is the Opacity slider. Move it to the left (or just click in the middle of the shaded area just right of the "100") to adjust how transparent the BW picture is.
