I want to know if anyone has a tutorial or knows how to add color to parts of a black and white photo with photoshop CS, I know how to do it with Elements with the magnetic lasso but can't figure it out on CS.

you have to select one of the elements (either the BW or the colour) use the lasso, magic wand or whatever works best
A second option is to create a second layer, convert the bottom one to BW and than start erasing the parts of the top layer to show the BW from underneath

It's the same concept with CS as with Elements - select what you want to keep coloured (lasso, magic wand etc) invert the selection then desturate it. If you want some more detailed help please don't hesitate to email me.

I do the opposite. Convet the top layer to B&W and erase the parts I want color on.

Hi you may find these of help, although they refer to photoshop 7 the technique is still applicable. Run through the colorization tutorial first http://retouchpro.com/tutorials/index.php?m=show&id=32 then
try the spot colouring. http://retouchpro.com/tutorials/index.php?m=show&id=34

Create a new layer, convert it to B&W using the method of your choice, and erase the areas you want colored.

Perhaps I am reading the question wrongly but if the photo is black and white there is no colour information to mask and reveal etc
