Am using Elements 2, "Saving For Web" function. This function seem to delete all the EXIF data. Does anyone know how to retain this data in the new file created by this function? Appreciate any help.

Yes. Don't use 'Resize for Web'.
Instead use 'Image -> Resize -> Image Resize' and set your pixel dimensions.

Why not try EXIF Maker 2.21 in Digital Film 1.6.5?
It is a powerful tool to add, to modify and to delete every Exif maker freely.
It's a cake for it to create EXIF info. for a JPEG file or a TIFF file without any EXIF info.
