Need your help - you be the editor

For a photo competition I need to send 12 photos only:-( to tell the story of the Separation Fence (a.k.a. Security wall) .

I have narrowed it down but would like to get your opinion.
The judges are looking at the over all editing of the story not just individual photos.

I would appreciate it if you can take a look at http://www.pbase.com/yalop/essay (the top 3 rows are my choice) and tell me which of the 12 would you remove (pick 1 or 2) and which of those left out would you add.
