I'm fairly sure that's a night mode portrait setting. I wouldn't bother with any auto mode for night shooting. (in fact, I don't normally shoot on that side of the green box)
For city landscape, use a tripod if that's possible. If you can't use a tripod, find something to rest the camera upon. Use the timer to minimize shake.
If neither of those work, you'll need up the iso and may wind up underexposing to get handheld shutter speeds. You can try useing the bracketing feature, sometimes the 2nd or 3rd shot is more steady.
