PoPArTiSt: plug-in or stand alone software?

One of the photo contributors to this site uses PoPArTiSt (caps are as the name appears) and the results he/she get's are phenomenal. I would love to acquire a copy of this software, but can't seem to find it online. Unfortunely I neglected to get the contributors web site so I can't get back to inquire about it. Can anyone help me?
